Esteban Rodriguez

Esteban began his career in Animal Welfare in 1999 as a Kennel Technician in El Paso, Texas. Since that time, he has taken on various roles within the industry, including leadership positions at several major shelters across the country.
Esteban’s experience spans operations, field services, and community outreach, with key roles in Dallas, San Antonio, Austin, Tucson, Santa Barbara, and the Seattle Animal Shelter where he was the Executive Director. His extensive background is grounded in his dedication to progressive, lifesaving practices for animals.
In his free time, Esteban cherishes being a devoted husband to his wife and a proud father to their son. When he’s not spending quality time with his family, he can often be found on the golf course, perfecting his swing, or in the kitchen where he loves preparing traditional Latino dishes for friends and family.

Donna Gillesby
Deputy Director - Send Email
Donna began her career with VCAS in 1992. She has held the positions of Animal Control Officer, Statistics Officer, and Supervising Animal Control Officer before assuming the position of Deputy Director in 2009.
Donna has been an integral part of VCAS’s transition and integration of lifesaving philosophies and creative and innovative programming. Donna oversees all operational aspects of VCAS and brings enthusiasm, passion, and drive for service excellence for our County’s residents and animals.
Donna is a life-long resident of Simi Valley and is the proud mother of two children and two beautiful grandchildren. She shares her life with her partner and their dog, cats and chameleon. In her off time, Donna enjoys music, spending time with family and going on road trips.

Phil Rarick
Administrative Services Director - Send Email
Phil joined Ventura County Animal Services in 2018 as the Fiscal and Administrative Services Manager and was promoted to Administrative Services Director in 2020. He serves VCAS by overseeing the fiscal, payroll, facilities maintenance, administrative and human resource functions for the agency.
Working at VCAS is a perfect fit for Phil, as it allows him to help animals in need as well as the passionate staff and constituents of Ventura County who also love animals.
Prior to his role with VCAS, Phil was the Chief Operating Officer for a public relations and marketing firm and has held a variety of positions with Fortune 500 companies. Phil and his wife have two beautiful young boys and enjoy spending time with their family, friends and dog named Monkey!

Lisa Kentfield, DVM
Managing Veterinarian - Send Email
Dr. Kentfield joined Ventura County Animal Services in 2022 after practicing as a general veterinarian in Ventura County since 2014.
She earned her Doctor of Veterinary Medicine degree from the UC Davis School of Veterinary Medicine and completed a small animal rotating internship at Veterinary Medical and Surgical Group (VMSG) in Ventura in 2013.
Since joining VCAS, Dr. Kentfield has immersed herself in shelter medicine, refining her surgical skills in high-volume spay and neuter procedures and providing comprehensive medical care to animals in both the shelter and in foster care. She was promoted to Managing Veterinarian in July 2025.
Outside of work, Dr. Kentfield enjoys spending time with her husband and son, playing soccer and ice hockey, and planning camping trips and visits with friends and family.

Bryan Bray
Field Services Manager - Send Email
Bryan joined our team in 2005 as an Animal Control Officer working in the kennels. He has served VCAS in several capacities. Some of his duties include investigating animal cruelty and neglect, assisting in staff training, and acting as the department Hearing Officer.
For many years Bryan has headed up the department’s Emergency Volunteer Response Team (EVRT) and is currently on the Cal Animals Disaster Committee. He coordinates emergency response with partnering agencies and volunteers, and has coordinated animal evacuations throughout the years. He is also a member of the Ventura County EOC Team.
Bryan is currently the Field Services Manager and has oversight of services performed in the eight (8) contract cities. In addition, he oversees the Administrative Citation program with contracted cities, and oversees the department’s safety committee.

Randy Friedman
Public Information Officer - Send Email
Randy began his work with Ventura County Animal Services in 2012 as a volunteer, walking dogs and creating videos to help animals find their forever homes. His passion for animal welfare soon led him to join the shelter team, first as Extra Help, assisting in the kennels, then in the veterinary hospital before transitioning into communications.
As VCAS evolved into a lifesaving agency, Randy helped establish its social media presence, building the organization’s brand and outreach efforts. He became the agency’s media spokesperson during the 2017 Thomas Fire and has since expanded his role to include fundraising and event management. In 2024, Randy was appointed as the agency’s first Public Information Officer.
Outside of work, Randy enjoys spending time with friends and family, and his Jack Russell Terrier, Josie, who he adopted from VCAS in 2016 and who comes to work with him each day.

Kimberly Flavin
Animal Care Manager - Send Email
Kimberly has always had a love for learning and a passion for animal behavior and enrichment. She received a bachelor’s degree in Ecology and Evolutionary Biology from the University of California, Santa Barbara.
Kim began her career in animal welfare at a small rescue in Santa Barbara in 2009 and has advocated for changes to improve the quality of life for shelter animals ever since. She joined VCAS in 2012 and built our Canine Behavior and Enrichment Program from the ground up.
Since joining the team, Kim has been promoted several times and currently serves as the Animal Care Manager for all animal care services including shelter operations and oversight of our Care and Pathways Planning Services (CAPPS) Team which includes our Canine and Feline Coordinators and Foster Care Program.
In her off time, Kim enjoys spending time with her dogs and hiking/camping whenever possible.

Carol Almos
Volunteer Program Manager - Send Email
Carol joined Ventura County Animal Services in 2022. Previously, she was the Director of Volunteer Programs for the City of Los Angeles’ Animal Services Department. Prior to that, Carol was a volunteer for the same department for 8 years.
Before Carol began working in animal welfare professionally, was an adjunct faculty member at various universities and colleges in the Los Angeles area, and an actress, playwright and producer.
Since arriving at VCAS, Carol has guided the growth of the volunteer program. She is grateful to have a job where she can be of service to animals, and work alongside other staff and volunteer animal lovers.
Outside of work, Carol enjoys traveling, exploring her creativity, and visiting with friends and family. She and her husband Matt have a dog, Daisy, and two cats, Motor and Donka Dooball, who were adopted after arriving at VCAS as underage fosters and being lovingly cared for by a VCAS foster family.

Virginia Hearn
Client Services Manager - Send Email
Virginia began her career with Ventura County Animal Services (VCAS) in 2005 and has since served in several key roles, including Animal Control Officer, Supervising Animal Control Officer, and Rabies Suppression Officer, before taking on her current position as Client Services Manager.
Virginia’s passion for animals has played a significant role in VCAS’s transformation into a lifesaving, No-Kill organization. She helped lead the standardization, effectiveness, and compliance of the county’s Rabies Suppression Program and brings extensive experience, deep institutional knowledge, and strong leadership across multiple program areas.
As Client Services Manager, Virginia is dedicated to guiding the front counter team in becoming a cohesive, goal-oriented group united by their love for animals and commitment to serving the residents of Ventura County.
Over the years, Virginia has fostered countless bottle-baby kittens and takes great joy in being a devoted pet parent to her cat, Nebi.
