Starting January 1, 2026, Ventura County Animal Services will no longer accept these health certificates.\u00a0 Please see <a href=\"https:\/\/animalservices.venturacounty.gov\/wp-content\/uploads\/2025\/11\/SB-No.-312.pdf\">Senate Bill No. 312<\/a>, and newly added Food and Agricultural Code sections 31000-31002, for further details.<\/span><\/div><div>\u00a0<\/div><div><strong>Universal Citation:\u00a0<\/strong><a href=\"https:\/\/law.justia.com\/codes\/california\/2022\/code-hsc\/division-105\/part-6\/chapter-1-5\/section-121720\/\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/law.justia.com\/codes\/california\/2022\/code-hsc\/division-105\/part-6\/chapter-1-5\/section-121720\/\">CA Health &amp; Safety Code \u00a7 121720<\/a> (2022)<\/div><div><p>121720. (a)\u00a0(1)\u00a0A person seeking to bring a dog into this state or importing dogs into this state for the purpose of resale or change of ownership shall obtain a health certificate with respect to that dog that has been completed by a licensed veterinarian and is dated within 10 days prior to the date on which the dog is brought into the state.<\/p><p>(2)\u00a0The person seeking to bring the dog into this state or importing dogs into this state for the purpose of resale or change of ownership shall submit the health certificate to the county health department as provided in subdivision (c). The person shall submit the health certificate to the county health department by any method accepted by the receiving agency, including, but not limited to, electronic transmission and facsimile.<\/p><p>(b)\u00a0Completion of a United States Department of Agriculture Animal and Plant Health Inspection Service Form 7001, known as the United States Interstate and International Certificate of Health Examination for Small Animals, shall satisfy the requirement of subdivision (a). A different form of canine health certificate acceptable to the receiving agency shall also satisfy the requirement of subdivision (a).<\/p><p>(c)\u00a0It shall be the responsibility of persons importing dogs into this state for the purpose of resale or change of ownership to send the health certificate to the county health department where the dog is to be offered for sale or to the county of residence of the individual purchasing or receiving a dog directly from a source outside of California.<\/p><p>(d)\u00a0The receiving agency may use the information on the health certificate as it deems appropriate.<\/p><p><em>(Added by Stats. 2014, Ch. 498, Sec. 1. (AB 1809) Effective January 1, 2015.)<\/em><\/p><p><i><b>INSTRUCTION FOR SUBMISSION: \u00a0<\/b><\/i>If you are importing dogs into Ventura County from out of state, for resale, or for transfer of ownership, you are required to complete APHIS Form 7001 (linked below). \u00a0This form must be completed and signed by a Nationally Accredited Veterinarian. \u00a0Once completed, please mail the form to:<\/p><p>Ventura County Animal Services<br \/>Attn: \u00a0Dog Importation<br \/>600 Aviation Drive<br \/>Camarillo, CA 93010<\/p><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d8d3c4c elementor-widget elementor-widget-menu-anchor\" data-id=\"d8d3c4c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"menu-anchor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-menu-anchor\" id=\"kennelpermit\"><\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ad7aa95 elementor-align-center elementor-widget elementor-widget-button\" data-id=\"ad7aa95\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"button.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"elementor-button-wrapper\">\n\t\t\t\t\t<a class=\"elementor-button elementor-button-link elementor-size-md\" href=\"https:\/\/www.aphis.usda.gov\/sites\/default\/files\/APHIS7001.pdf\">\n\t\t\t\t\t\t<span class=\"elementor-button-content-wrapper\">\n\t\t\t\t\t\t\t\t\t<span class=\"elementor-button-text\">APHIS Form 7001 (pdf)<\/span>\n\t\t\t\t\t<\/span>\n\t\t\t\t\t<\/a>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-0b13394 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"0b13394\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-936fada\" data-id=\"936fada\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-bb2d401 elementor-widget elementor-widget-text-editor\" data-id=\"bb2d401\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2><strong>KENNEL PERMIT<\/strong><\/h2><p>No person shall own, manage or operate a kennel within the unincorporated areas of the County unless such kennel has first been licensed by the County pursuant to this Article and the license is currently in effect.\u00a0 (<a href=\"https:\/\/library.municode.com\/ca\/ventura_county\/codes\/code_of_ordinances?nodeId=DIV2BUTACELI_CH4SE_ART6KE_2591LIRE\">Ordinance 2591<\/a>)<\/p><p>Ventura County Animal Services&#8217; Department Kennel Standards and guidelines.<\/p><ol><li>All kennels and its facility are to be kept clean, dry, and free from debris.<\/li><li>Kennels must protect against environmental extremes as well as have adequate ventilation and air flow.<\/li><li>Indoor kennels must meet the minimum sizes:<br \/>3ft. wide x 3ft. long x 6ft. high = small to medium dogs<br \/>4ft. wide x 4ft. long x 6ft. high\u00a0= large dogs<br \/>5ft. wide x 5ft. long x 6ft. high\u00a0= extra large dogs<\/li><li>Dogs must have a resting surface <strong>6 inches<\/strong> off the kennel floor.<\/li><li>It is recommended that all walls separating kennels be <strong>5 feet<\/strong>.<\/li><li>Kennel flooring should be made of concrete inside and outside. The concrete flooring needs to be grated and sealed. This will allow the water to run off and not create free standing water.<\/li><li>Kennel walls must be made or constructed of non-porous material, to allow for easy and effective disinfection. Kennels are to be kept free of debris or material that interferes with proper sanitation. Kennels need to be kept free of any sharp objects or edges that would cause the animal injury.<\/li><li>Kennels must be <strong>well-kept<\/strong>\u00a0at all times and repairs must be completed ASAP.<\/li><li>Outdoor kennel runs that are attached to any indoor kennel must be at the minimum 4ft. wide x 8ft. long x 6ft. high. When having outdoor only kennel(s), the dog must have a doghouse or an internal housing box that will allow the dog to be protected from environmental extremes. The minimum requirement for an outside only kennel is 5ft. wide x 10ft. long x 6ft. high.<\/li><li>Exercise pens must be at least 10 ft. x 10 ft. or larger. They must have a shaded area for hot weather. All dogs should have at least 1\u20132 hrs of exercise per day.<br \/>Puppies should be exercised at least twice a day.<\/li><li>If you are going to crate any dogs, they must have enough room to stand, sit, lie down and turn around. When crating puppies the following guideline must apply for length of time allowed in a crate:<br \/>9-10 wks = 30-60 min<br \/>11-14wks = 1-3 hrs<br \/>15-16wks = 3-4 hrs<br \/>17+ wks = 4+ hrs (not to exceed 6 hrs)<\/li><li>It is recommended that pet waste be removed at least twice a day and put into an airtight trash type container.<\/li><li>Kitchens or any area surface where food is kept or prepared must be disinfected daily.<\/li><li>Dog food is to be kept in airtight containers that must be rodent and pest proof.<\/li><li>Dogs need to be fed at the minimum once a day and 2-3 times for puppies. Dogs must have fresh water available at all times.<\/li><li>Food bowls must be removed after the dog(s) is finished eating and any left over&#8217;s need to be thrown away. If daily food bowls are not provided and removed, there should be only enough feed for 1 day and should be placed in a bottom feeder.<\/li><li>For disinfection, food bowls are to be soaked in bleach for a minimum of 10 minutes, then washed and air dried. If you have a dishwasher, wash the dishes with dish soap and then put into the dishwasher.<\/li><li>Bedding and blankets must be washed every other day. If the blanket or bedding is soiled it must be removed immediately and a new fresh blanket given to the dog. It is of the utter most importance that you either add bleach or a bleach alternative to the laundry detergent.<\/li><li>Enclosures are to be sanitized daily and disinfected once a week. Any disinfectant that is used must be non-harmful to animals and used within the manufactures guidelines.<\/li><li>Any new dogs as well as dogs that become sick or injured must be isolated from the general population. All sick or injured dogs must see a vet immediately for proper care.<\/li><li>Any and all veterinary records must be available for review at any time during normal business hours.<\/li><li>Every dog must be current on all vaccinations including rabies.
